2026 ISDE subsidy: which measures qualify, and on what conditions?
With the ISDE (Investment subsidy for sustainable energy and energy saving), owner-occupiers get money back from RVO (Netherlands Enterprise Agency) after making their home more sustainable. Below you can see, per measure, how much subsidy is available in 2026 and which conditions apply. All amounts were checked with RVO on 1 November 2026; RVO decides on your application.

Which measures get ISDE subsidy in 2026?
| Measure | 2026 subsidy (RVO) |
|---|---|
| Heat pump (first air-to-water) | €1,025 base amount + €225 per kW + €200 for energy label A+++. A (hybrid) heat pump always gets at least €500. Example 4 kW A+++: €2,125. |
| Second or further air-to-water heat pump | Only €225 per kW (no base amount, no label bonus) |
| Insulation (roof, attic floor, cavity wall, facade, floor, crawl-space bottom, glass) | Amount per m², see the table below. Doubled with 2 or more measures. |
| Ventilation (new in 2026) | A one-off €400, only combined with one or more insulation measures |
| Solar water heater | On average between €300 and €1,750, depending on the collector area and storage tank volume |
| District heating connection | €3,775 |
| Electric cooking appliance | €400, only if your home is connected to a district heating network and you did not previously get ISDE for that connection |
Solar panels and EV chargers are not covered by the ISDE. Solar panels on homes are subject to 0% VAT.
Insulation: amounts per m² and minimum area
| Insulation | 1 measure | 2+ measures | Minimum | Maximum |
|---|---|---|---|---|
| Roof | €16.25 | €32.50 | 20 m² (together with attic floor) | 200 m² |
| Attic floor | €4.00 | €8.00 | 20 m² (together with roof) | 130 m² |
| Cavity wall | €5.25 | €10.50 | 10 m² | 170 m² |
| Facade (exterior wall) | €20.25 | €40.50 | 10 m² | 170 m² |
| Floor | €5.50 | €11.00 | 20 m² (together with crawl-space bottom) | 130 m² |
| Crawl-space bottom | €3.00 | €6.00 | 20 m² (together with floor) | 130 m² |
| HR++ glass | €25 | €50 | 3 m² (all glass together) | 45 m² |
| Triple glass (in new frames) | €111 | €222 | 3 m² (all glass together) | 45 m² |
If you choose bio-based insulation material that is on the approved product list, you get a bonus per m²: roof €5, facade €6, floor €2, cavity wall €1.50, attic floor €1.50 and crawl-space bottom €1. This bonus is not doubled.
Insulation material must have a thermal resistance (Rd) of at least 3.5 m²K/W; at least 1.1 for cavity wall insulation. HR++ glass has a U-value of at most 1.2 W/m²K, triple glass at most 0.7 W/m²K.
The doubling rule
Do you carry out more than one insulation measure, or combine insulation with a heat pump, solar water heater or district heating connection? Then the insulation subsidy is doubled, for example from €16.25 to €32.50 per m² of roof insulation. You carry out the next measure within 24 months of the previous one. Insulation combined only with ventilation does not count for doubling.
General conditions
- You own the home and live in it yourself (owner-occupier).
- You first have the measure installed and then apply, within 24 months of installation at the latest.
- A (building) installation company carries out the entire installation or insulation. Doing it yourself is not allowed.
- The home was built before 1 January 2019, or the building permit was applied for before 1 July 2018.
- The product is new and preferably on RVO’s approved product list. Have the product code (and for insulation the number of m²) put on the quote and invoice.
- For insulation, you take a photo during the work showing that it is done at your address.
- You get a subsidy only once per type of insulation; for glass insulation you may apply a second time within 24 months.
- No subsidy for insulating an extension, a new storey, a new dormer or a garage added to the living space.
- In the province of Groningen and the municipalities of Aa en Hunze, Noordenveld and Tynaarlo, the ISDE does not cover insulation and ventilation; Measure 29 of SNN applies there.
- Since 2026, no subsidy for split air-to-water heat pumps with a refrigerant charge below 3 kg and a GWP above 750. From 1 April 2026, no subsidy for UF foam.
- You apply with the DigiD app or DigiD with SMS verification. RVO aims to decide within 8 weeks.
What changes in 2027?
The ISDE changes on several points from 1 January 2027. Read the planned changes at RVO – ISDE: what changes from 2027 (in Dutch).

Frequently asked questions
Who can apply for the ISDE subsidy?
Owner-occupiers: you own the home and you live in it yourself. For a second home that you do not rent out, the ISDE for business users applies, with different conditions: you apply in advance and cannot get a subsidy for insulation.
Do I apply before or after installation?
After. You first have the measure fully installed by a (building) installation company, then apply to RVO within 24 months at the latest. You need the DigiD app or DigiD with SMS verification. RVO aims to decide within 8 weeks.
When is the insulation subsidy doubled?
When you carry out more than one insulation measure, or combine insulation with a heat pump, solar water heater or district heating connection. You carry out the next measure within 24 months of the previous one. Insulation combined only with ventilation is not doubled, and the bio-based bonus is not doubled either.
How much subsidy do I get for a heat pump in 2026?
For a first air-to-water heat pump: a €1,025 base amount + €225 per kW + a €200 energy label bonus for A+++. RVO’s example: 4 kW with A+++ gives €2,125. For a second or further air-to-water heat pump you only get €225 per kW. A (hybrid) heat pump always gets at least €500; the exact amount is listed with the product on RVO’s approved product list.
What is the minimum area I have to insulate?
Cavity wall and facade: at least 10 m². Roof and attic floor insulation together: at least 20 m². Floor and crawl-space bottom insulation together: at least 20 m². Glass, insulating doors and panels together: at least 3 m² (installed from 1 January 2025), up to a maximum of 45 m².
Can I insulate or install the heat pump myself?
No. The entire installation or insulation must be carried out by a (building) installation company. For insulation, you take a photo during the work showing that it is done at your address.
Is there ISDE subsidy for solar panels or an EV charger?
No, solar panels and EV chargers are not covered by the ISDE. Solar panels on homes are subject to 0% VAT, though.
